As we read the law in its historical context, we note several features. First, it was given to ethnic Israelites. Yahweh addresses the Torah to “the house of Jacob” and “the children of Israel” (Exod. 19:3), whom He had physically delivered from slavery in Egypt (Exod. 19:4; 20:2). When He issues a “second edition” of the Torah forty years later, again the recipients are descendants of Abraham, Isaac, and Jacob who are preparing to conquer the land of Canaan (Deut. 1:8).
